The waterproof liner is the part that matters most in daily use. Dogs come inside wet from the yard, an old dog has an accident, a puppy has one on purpose. Without a liner, that soaks through into the foam and the bed is done. With one, you unzip the cover, wash it, and the foam stays clean and dry.

Six inches of foam is enough that a big dog does not touch the floor through the bed.
